The Planning & Zoning Division handles review of all land use projects within the City of Prescott. We do so by following the Land Development Code as well as the City’s adopted General Plan. We also provide staff support to Planning & Zoning Commission, Board of Adjustment & Prescott Preservation Commission.

The General Plan is the public document that guides future land use decisions. Zoning, re-zoning and new developments must be consistent with, and conform to, the City’s adopted General Plan.

Zoning Information

Prescott has a comprehensive Land Development Code that prescribes permissible and restricted land uses for all properties. It also defines design, dimensional, density and parking standards in order to regulate development.

Project Submittal Information

Project Submittal Checklists:

Comprehensive Sign Plan

Refer to City of Prescott Land Development Code Section 9.7 Comprehensive Sign Plans for full requirements and process.

  • Meeting with Community Planner.
  • Narrative describing the request and reasons for the requested signage.
  • Agent Authorization, if applicant is not owner.
  • Proposed Comprehensive Sign Plan, including: color renderings, dimensions, locations (on site plan).
  • The original Comprehensive Sign Plan, if this is an amendment.
Conditional Use Permit

Refer to City of Prescott Land Development Code Section 9.3 Conditional Use Permits for full requirements and process.

  • Written narrative describing the proposed use, compatibility with the surrounding area, impacts on emergency services, access to the property, parking, hours of operation, and any health and safety issues (such as noise or hazardous materials).
  • Agent Authorization, if applicant is not owner.
  • Scaled Site Plan, with building footprint(s), dimensions, setbacks, and parking. Building Elevations are encouraged to be submitted with the site plan, if applicable.
  • Pre-Application Conference; contact Planning Division on applicability.
Final Plat

Refer to City of Prescott Land Development Code Section 9.10.9.B Final Plats for full requirements and process.

  • Written narrative describing conformance with approved Preliminary Plat; identify if there are any changes from Preliminary Plat.
  • Approved Preliminary Plat, including City of Prescott project number.
  • Proposed Final Plat.
  • Civil Plans submitted separately for review.
  • If Applicable, any deed restriction and/or CC & Rs to be imposed upon the Final Plat.
  • If applicable, mitigation plan as required by Archaeological Survey.
General Plan Amendment
  • Pre-Application Conference Letter.
  • Agent Authorization, if applicant is not owner.
  • The legal description including a map of the property with surveyor’s seal and an electronic copy of the legal description in .pdf format.
  • A Site Plan in .pdf format.
  • Written narrative describing the compatibility of the proposed amendment with the surrounding area, impacts on emergency services, access to the property, parking, hours of operation, and any health and safety issues (such as noise or hazardous materials).
Height or Setback Adjustment
  • Narrative explaining the request and reasons.
  • Site Plan in .pdf format, elevations of requested height will be required if a Height Exception is being requested.
  • Agent Authorization, if applicant is not property owner.
Land Split or Combination
  • Meeting with Community Planner.
  • Pre-Application Conference Letter, if applicable.
  • “Record of Survey” (i.e., Land Split or Combination) in .pdf format.
  • Legal description of the property with surveyor’s seal in .pdf format.
  • Current title report, when requested by the Community Planner.
  • Completed Water Service Agreement (if increasing density)
Master Plan
  • Meeting with Community Planner.
  • Date of Pre-Application Conference (PAC) meeting with City Staff.
  • Agent Authorization, if applicant is not property owner.
  • Amended master plan.
  • The original master plan.
  • Narrative describing the request and reasons for change.
Preliminary Plat

Refer to City of Prescott Land Development Code Section 9.10.9A Preliminary Plats for full requirements and process.

  • Pre-Application Conference (PAC) Letter.
  • Written narrative describing the proposed development, compatibility with the surrounding area, impacts on emergency services, and access to the property.
  • Agent Authorization, if applicant is not property owner.
  • Preliminary plat.
  • Legal description of the property with surveyor’s seal and an electronic copy of the legal description.
  • The following: 1) preliminary grading plan; 2) general drainage report; and 3) preliminary water and wastewater reports.
  • Plans drawn using Arizona Board of Technical Registration “Arizona Boundary Survey Minimum Standards”.
  • Water Service Agreement Application.
  • Traffic Impact Analysis, if required.
  • Archaeological Study, if required.
Replat

Refer to City of Prescott Land Development Code Section 9.10.9.C2 for full requirements and process.

  • Pre-Application Conference (PAC) Letter.
  • Agent Authorization, if applicant is not property owner.
  • Written narrative describing the proposed changes, compatibility with the surrounding area, impacts on emergency services, and access to the property.
  • Replat “Map of Survey”.
  • The legal description of the property with surveyor’s seal and an electronic copy of the legal description.
  • Current title report, when requested by the staff planner (done within the last 30 days).
Revision of Plat

Refer to City of Prescott Land Development Code Section 9.10.9.C1 for full requirements and process.

  • Pre-Application Conference (PAC) Letter.
  • Agent Authorization, if applicant is not owner.
  • Written narrative describing the proposed changes, compatibility with the surrounding area, impacts on emergency services, and access to the property.
  • The legal description of the property with surveyor’s seal and an electronic copy of the legal description.
  • Revision of Plat.
  • Water Service Agreement Application.
Rezoning

Refer to City of Prescott Land Development Code Section 9.15 Zoning Map Amendment (Rezoning) for full requirements and process.

  • Written narrative describing the proposed changes, compatibility with the surrounding area, impacts on emergency services, and access to the property.
  • Pre-Application Conference Letter
  • Agent Authorization, if applicant is not owner
  • The legal description of the property with surveyor’s seal and a map.
  • Site Plan including all information specified in the Land Development Code, Article 9.8.4B and any additional information which may be necessary to clearly define the intended use of the property.

*The Community Development Department will notify adjacent property owners of this application within 300 feet of the subject property (or a greater distance if deemed necessary by the Community Development Director). The applicant will be billed and required to pay the postage-mailing fees prior to the scheduled Public Hearing.

Site Plan Approval Request

Refer to City of Prescott Land Development Code Section 9.8 Site Plan Review for full requirements and process.

  • Pre-Application Conference Letter
  • Agent Authorization, if applicant is not owner.
  • Written narrative describing the proposed changes, compatibility with the surrounding area, impacts on emergency services, and access to the property.
  • Site Plan including all information specific to the Land Development Code, Article 9.8.4B and any additional information which may be necessary to clearly define the intended use of the property.
Site Plan with WSA Application

Refer to City of Prescott Land Development Code Section 9.8 Site Plan Review for full requirements and process.

  • Pre-Application Conference Letter
  • Agent Authorization, if applicant is not owner
  • Written narrative describing the proposed changes, compatibility with the surrounding area, impacts on emergency services, and access to the property.
  • Site Plan including all information specified in the Land Development Code, Article 9.8.4B and any additional information which may be necessary to clearly define the intended use of the property
  • Separate Water Service Agreement submitted in conjunction with this application
Special Use Permit

Refer to City of Prescott Land Development Code Section 9.9 Special Use Permits for full requirements and process.

  • Written narrative describing the proposed changes, compatibility with the surrounding area, impacts on emergency services, and access to the property

  • Site plan and building elevations

Temporary Use Permit

  • Completed Prescott Fire Department Special Event/Display Permit application
  • Special Events Fire Permits
  • Written narrative describing the proposed use, compatibility with the surround area, impacts on emergency services, access to the property, parking, hours of operation and any health and safety issues (such as noise or hazardous materials).
  • Set of plans. Plans must be to scale, include exterior elevations of the building (if applicable), show location on property where TUP will be used, show parking, ingress and egress, provide specifications for proposed work.
Topographical Exception

City of Prescott Land Development Code Section 2.7.3.D.7.b.

  1. Agent Authorization, if applicant is not owner.
  2. Written narrative describing the proposed changes, compatibility with the surrounding area, impacts on emergency services, and access to the property.
  3. Attach a site plan drawn to scale showing the address of the property, assessor’s parcel number, contour lines at a minimum of 2-foot intervals, unusual property features such as rock outcrops, north arrow, street location, property lines with dimensions, left side, center and right side elevation points and distances of the property, with the mathematical calculations used to complete the slope calculation on questionnaire.
  4. Completed Slope Calculation Questionnaire in .pdf format.
Variance

Refer to City of Prescott Land Development Code Section 9.13 for full requirements and process.

  • Site Plan including all information specified in the Land Development Code, Article 9.8.4B. and any additional information which may be necessary to clearly define the intended use of the property. Building elevations are encouraged to be submitted with the site plan, if applicable.
